Environmental Management & Design, Inc. (EMD) was established in 1994 in the Central Florida area by Kathleen S. Hale, President. EMD has a full range of environmental service capabilities and has conducted environmental studies for a variety of clients including the Florida Department of Transportation, local transportation departments, Florida Highway Administration, Federal Aviation Authority, private developers, mitigation banks, and mining companies. This experience includes:

• Field surveys utilizing agency approved methodologies,
• Knowledge and preparation of applicable environmental permits and regulations,
• Expert witness testimony,
• Evaluating and documenting project impacts on the local environment, and
• Government coordination.

These services are accomplished through effective project management, quality assurance and control resources, highly qualified and experienced scientific staff, widely accepted and most current methodologies, and maintaining a good rapport with all clients and government agencies.

EMD’s environmental team is particularly proficient in working with engineers, architects, planners, agency personnel, and other professionals to effectively assist clients in processing environmental studies and permit applications through the intricate regulatory process. Our environmental scientists coordinate the environmental components of a project with other team members, to insure a complete and smooth development process. EMD is successful in planning environmentally responsive projects while maximizing the developable land potential. The firm’s ability to effectively communicate with clients and reviewing agencies contribute greatly to the overall success of projects.

EMD is currently certified as a Minority/Woman-Owned Business Enterprise (M/WBE) with the City of Orlando, Orange County, Osceola County, City of Tampa, and the State of Florida. EMD is also certified Disadvantaged Business Enterprise (DBE) with Florida Department of Transportation.
